Los daños en las personas son muy altas, las autoridades de Colombia y Panamá parecen rebasadas por esta nuevo ola migratoria que se ha duplicado desde el año pasado. Hace falta una visión integral con la participacion activa de EE.UU.

La "vaca sagrada" de un Acuerdo entre la Unión Europea y el Mercusur encuentra muchos problemas, pero vienen nuevos p.ej. si Javier Milei sale electo el 19 de noviembre como presidente de Argentina. Desde ya hay que pensar en un Plan B, si el acuerdo fracase en Europa o en América Latina; aunque sería un golpe duro más para la Comisión Europea, poco después que su intento de alcanzar un acuerdo con Anstralia fue "pausado", hay que preparar desde ya la alternative de negociaciones individuales bilterales.

Ante la Cumbre Amazónica hay que tomar en consideración las diferencias dentro de la región pero también frente a los países del Norte: "Brasil debe prepararse para una confrontación que será necesaria para defender lo que nos pertenece. Todo el mundo debe saber que la Amazonia tiene dueño", dijo Lula en 2007 Ha repetido esta postura una y otra vez, añadiendo: "Me niego a recibir lecciones de ningún gobernante del mundo sobre cómo Brasil debe proteger su selva tropical", subrayó recientemente al criticar el Reglamento de la UE sobre cadenas de suministro libres de deforestación, cuyo objetivo es acabar con la deforestación y la degradación forestal en el mundo y reducir así las emisiones de gases de efecto invernadero y la pérdida de biodiversidad. Para Lula, la práctica de la UE de imponer unilateralmente normas en lugar de desarrollarlas junto con los países afectados es inaceptable. No estamos en tierra de nadie. Queremos asumir la responsabilidad de lo que hay que hacer: Extraer riqueza de la Amazonia y garantizar su sostenibilidad". Con esto, el presidente brasileño también se opone a las posturas que quieren excluir un mayor uso económico de la selva amazónica

The upcoming summit in Brussels on 17–18 July between the European Union (EU) and the Community of Latin American and Caribbean States (CELAC) will have to change existing dynamics and traditional ways of thinking. If old partnership concepts are only refreshed from "natural partners" to "preferred partners", nothing will change and the two sides will not find a restart of the bilateral relationship. What is needed is a new way of working together and not the traditional declarations of x-considerations which do not pave the way for a new common understanding of the new international context and the changing role of the EU-CELAC-couple in world politics.

The EU and Latin America will try to revitalise their relationship, especially by a relaunche of presidential summitry. But the European approach seems unchanged in its unilaterality. Symolic partnerships of the past in a renewed, enlarged and inetnsified way and calling Latin America now "preferred partner" doesn't change much. What is needed is a substantive reboot of the relationship with jointly developed initiatives and not unilaterally imposed programmes.

Das Gipfeltreffen von 27 EU-Staaten und 33 Staaten Lateinamerikas und der Karibik (LAK) in Brüssel kann als Motor für eine Neuausrichtung der Beziehungen zwischen beiden Regionen wirken, wenn es gelingt, die internen Widersprüche auf Seiten der jeweiligen Partner einzudämmen und eine realistische gemeinsame Handlungsbasis zu identifizieren. Dies bedeutet auch, dass die europäisch-lateinamerikanischen Beziehungen auf eine neue Grundlage gestellt werden müssen und nicht einfach unter alten Vorzeichen reanimiert werden sollten . Die Wiederaufnahme der Gipfeldiplomatie findet vor dem Hintergrund einer neuen geopolitischen Situation statt, in der die LAK-Staaten die EU angesichts der starken Avancen Chinas immer weniger brauchen oder zu brauchen glauben.

Steht Brasilien vor einem dauerhaften Machtkampf? Wie kann es Präsident Lula gelingen, eine landesweite Ausbreitung von Protesten, Straßenblockaden und Unruhen zu unterbinden ohne eine Verhärtung der Gegensätze mit dem Bolsonaro-Lager zu bewirken?

Wie kann er sicherstellen, dass der weiterhin vorhandene Einfluss des Bolsonarismo auf die Streitkräfte reduziert wird und sich die Sicherheitsorgane in klarer Loyalität zum Präsidenten verhalten?

Letztlich stellt sich die Frage auch nach seiner eigenen Person, die in einem Teil der Bevölkerung auf noch vehementere Ablehnung im Gefolge der Ereignisse in Brasilia stoßen könnte.
Hier ein Versuch für Antworten, die über die notwendige Aufklärung der Vorgänge hinausreichen und auf die Folgen der Unruhen für seine Präsidentschaft im "Danach" gerichtet sind.
